Designation of a temporary storage warehouse

In our own words, a temporary storage warehouse is designed to store goods, which are usually subject to sampling. There are also cases when the owner of the cargo, for some reason, cannot pay customs duties or at the time of customs clearance there is not enough permission document, as a result of which the cargo is placed in a temporary storage warehouse rather quickly, upon request, and the cargo can be placed directly without unloading from a vehicle.

Limitation of temporary storage warehouse

In the temporary storage warehouse, it is not allowed to repackage, split the consignment, the goods must be stored in the form in which they were placed in the temporary storage warehouse. Storage periods in a temporary storage warehouse should not exceed 90 days.

What is a TSW?

The customs warehouse regime is governed by Chapter 63 of the Customs Code of Ukraine, this is a specially equipped area or room in which goods are stored under customs control until they are placed under customs regime.

How long can the cargo be stored at the temporary storage warehouse?

Goods can be stored at the TSW for no more than 90 days.

Who is responsible for the safety of cargo at the TSW?

The owner of the temporary storage warehouse is directly responsible for the safety of cargo at the TSW; its tasks include ensuring uninterrupted video surveillance and organizing the security of the warehouse.

Who has access to the TSW?

The customs warehouse is sealed with at least two seals and without the written permission of the head of the customs authority, as well as without the presence of a customs inspector, no one has the right to enter the temporary storage warehouse.

Customs warehouse? Temporary storage warehouse? where is it cheaper or where is it better for me to unload? What is the difference between CW and TSW?

The fundamental difference between the CW and the temporary storage warehouse is the clearance of goods without paying customs duties and without applying non-tariff regulation to the CW regime, while the seller remains the owner of the goods while staying on the territory of Ukraine.

The main differences between CW and TSW:

  • storage terms: customs warehouse 1095 days, for excisable goods 365 days, temporary storage warehouse 90 days.
  • for placement in the CW mode, a customs declaration IM-74 is drawn up; when placed in a TSW, it is enough to issue an application in the established form.
  • Repackaging, sorting, preparation for transportation, sampling are allowed in the CW area; with goods placed on the TSW, these manipulations are prohibited.

Where to unload the goods? It depends on the cargo and for how long you plan to leave the goods in the warehouse, and whether you need to temporarily release your delivery from the tax burden.
